State and Federal Electronics Legislative Update |

Overview: This call will update participants on state and federal electronic waste legislation. The call will provide information on newly adopted state and local laws and discuss the current trends towards certain types of legislation in specific U.S. regions. In addition, we’ll explore the differences between market-share and return-share laws through a comparison of New York City and Connecticut. Representatives from the National Center for Electronics Recycling, the Electronics Take-Back Coalition, the Natural Resources Defense Council, and the CT Department of Environmental Protection will present on this call.
Presenters:
Jason Linnell (National Center for Electronics Recycling)
Jason Linnell is Executive Director of the National Center for Electronics Recycling. (NCER). The Center is dedicated to the enhancement of the national infrastructure for recycling used electronics. Prior to forming the NCER, Jason served for five years as Staff Director of Environmental Affairs for the Electronic Industries Alliance. He was responsible for monitoring and advocating on a wide range of domestic and international environmental policy issues affecting the electronics industry, including electronics recycling, energy efficiency, and chemicals of concern. Jason holds a Bachelor’s degree from The Ohio State University and a Master’s degree from Georgetown University.
Barbara Kyle (Electronics TakeBack Coalition)
Barbara Kyle is the National Coordinator for the Electronics TakeBack Coalition, formally known as the Computer TakeBack Campaign. The Electronics TakeBack Coalition is a national coalition of NGOs whose goal is to promote sustainable and responsible practices throughout the high-tech electronics industry, to protect public health and the environment. Barbara has spent most of her career as an organizer or manager for NGOs, including eight years in the labor movement, with the Service Employees International Union and the California Labor Federation. She has also worked for community action and legal services organizations and the University of California.
Kate Sinding (Natural Resources Defense Council (NRDC))
Kate Sinding is a Senior Attorney at the Natural Resources Defense Council, where she specializes in New York urban and regional issues, including a variety of solid waste, air quality and land use matters. Recently, much of Kate’s time has been devoted to working on electronics waste recycling initiatives at the New York City, New York State and national levels. Prior to joining NRDC in November 2006, Kate was a partner in the law firm of Sive, Paget & Riesel, P.C. She is a graduate of New York University Law School (J.D. 1997), the Woodrow Wilson School of International and Public Affairs, Princeton University (M.P.A. 1997), and Barnard College (B.A. 1992, magna cum laude, Phi Beta Kappa). Kate currently sits on the Manhattan Citizens’ Solid Waste Advisory Board, and is a member of the Environmental Law Section of the New York State Bar Association and the Association of the Bar of the City of New York..
Tom Metzner (Connecticut Department of Environmental Protection)
Tom Metzner has been an environmental analyst with the Connecticut Department of Environmental Protection, Office of Planning and Program Development for 13 years. He currently works on mercury issues including implementation of Connecticut’s mercury products law. He is Connecticut’s representative on the Interstate Mercury and Reduction Clearinghouse.
