This toolkit on extended producer responsibility (EPR) is designed to help municipalities understand and quantify the ways in which EPR programs help reduce waste management costs while improving recycling and materials management outcomes.

Developed by the Product Stewardship Institute (PSI) in partnership with the City of Newton, Mass. and the Massachusetts Department of Environmental Protection (MassDEP) in 2026, the toolkit provides practical tools to support municipal planning and program implementation.
